“土地本身并不是使人贫困的主要因素,而人的能力和素质确是决定贫富的关键。”(西奥多·W·舒尔茨)可见,人力资源是生产力诸因素中最积极、最活跃的决定性因素。优质的人力资源不仅是当前经济发展、市场竞争的需要,同时也是单位发展的重要保证。现行的事业单位人力资源管理体制是在计划经济体制下建立并发展起来的,一直沿用机关人事管理模式,这种传统的管理模式造成资源配置的非社会化,引致人力资源管理与社会发展出现许多矛盾。

High-quality human resources are not only the current economic development, the need of market competition, but also an important guarantee for the development of a unit. The current system of human resource management in public institutions is established and developed under the planned economy and has always adopted the personnel management model of the organs. This traditional management mode has resulted in the non-socialization of resource allocation, resulting in many problems in human resource management and social development contradiction.
