随着教育体制和科技体制改革的不断深化,高校科研实力不断增强,同时也给科研经费的管理工作提出新的挑战,如何对高校科研经费进行科学有效的管理,确保科研经费安全、合理、高效使用,已经成为高校面临的一个刻不容缓的课题。本文从高校科研经费管理流程的四个环节:科研立项、科研项目实施、科研项目验收、科技成果转化入手,分析其中存在的主要问题、原因及对策。
