随着我国城市住房商品化的普及,居住小区已经成为人们生活的重要承载空间,相应地,城市基层社会管理体制也发生了深刻的变化,小区物业服务企业成为继社区居委会之后又一支重要的社会管理力量,其在城市基层社会管理中的作用和溢出效应日益显著,并催生了城市基层社会政府、企业、居委会多元共同治理社区的新模式。本文在前人理论研究的基础上,以组织共生理论为基础,探讨了我国城市社区物业管理与社区管理的共生关系,研究了社区物业管理与社区管理共生关系所形成的社区共同治理模式,探讨了社区物业管理对社区治理的溢出效应,以及影响社区物业管理溢出效应的相关因素,并侧重对影响溢出效应的物业管理矛盾纠纷因素进行深入探讨,提出优化社区共同治理模式和效果的对策建议。
With the popularization of commercial housing in urban areas in our country, the residential area has become an important bearing space for people’s life. Correspondingly, profound changes have taken place in the urban grassroots social management system. Based on the previous theoretical studies, this paper explores the symbiotic relationship between urban community property management and community management based on the theory of organizational symbiosis and studies the community common governance mode formed by the symbiotic relationship between community property management and community management The spillover effects of community property management on community governance and the related factors that affect the spillover effect of community property management are also discussed. Emphasis is laid on the contradictions and disputes of property management that affect the spillover effect, and suggestions are put forward to optimize the community governance model and effect.
