1998年,我国在重点国有林区开始实施天然林保护工程试点。2000年10月,国务院正式批准了国家林业局《长江上游、黄河上中游地区天然林资源保护工程实施方案》和《东北、内蒙古等重点国有林区天然林资源保护工程实施方案》。规划从2000年到2010年的11年间,全面实施天然林资源保护工程。5年来,天然林资源保护工程实施效果如何,企业富余职工的安置情况如何,这些问题解决的好与否,将直接关系到天然林保护工程的成败。
In 1998, China started to pilot the natural forest protection project in key state-owned forest areas. In October 2000, the State Council formally approved the implementation plan of the Natural Forest Resources Protection Project in the upper reaches of the Yangtze River and the upper and middle reaches of the Yellow River and the Implementation Plan of Natural Forest Resources Protection Projects in Northeast China and Inner Mongolia, and other key state-owned forest areas. Planning 11 years from 2000 to 2010, the full implementation of natural forest resources protection project. In the past five years, how effective the natural forest resources protection project has been implemented and how well the surplus workers have been resettled? Whether these problems are solved or not will directly affect the success or failure of natural forest protection projects.
