科技产业发展是社会发展的期望所在,面对大量的高校科研成果与其所起到的经济发展和社会进步的作用不相匹配,企业创新需求得不到满足,如何能切实的解决技术转移和科技产业发展的问题,并为科技型创业企业的创新发展提供切实的保障,成为当前值得思考的重要话题。本文在青岛市高新区产业发展研究的基础上,结合西安高新区、中关村等地案例的经验启示,认为产业集群的形成和发展将是主要的发展趋势和战略选择,也是当今时代科技进步发展的需要。最终提出组建以产业基金为主,多元化基金链条为辅的模式,与做高、做新地方经济为发展目标,搭建市场链、资金链和产业链融合发展效应,带动更多的高新技术企业落地青岛市高新区发展。
