国有文艺院团改革是我国文化体制改革的重要组成部分,而以市场化为导向的改革策略与政策扶持效果如何?改制后的国有文艺院团是否在制度、行为意识及结果绩效上达到了政策设定的目标?这些都是需要亟需考察的课题。本文以市场融入的视角出发,构建出转企院团市场融入的指标体系,通过抽样调查和实地访谈,对转制院团的转制效果进行考察。通过调查发现,多数转制院团通过市场化改革获得了发展,实现了盈利能力提升、剧目创作数量增加、演职人员收入以及积极性提高等成果。但是,转企院团仍然与合格的市场主体存在较大距离,这些差距既体现在内部治理结构的不完善等制度层面,更体现在转制院团管理层及员工的观念行为层面。
The reform of the state-owned art troupes is an important part of the reform of the cultural system in China. What are the effects of market-oriented reform strategies and policy support? Are the state-owned art troupes after the reform reached a policy of system, awareness of behavior and results? Set goals? These are the subjects that need urgent investigation. Based on the perspective of market integration, this paper constructs an index system for the integration of enterprises into the market, and examines the effect of the restructuring by the sample survey and field interviews. The survey found that most of the transnational corporations and regiments have achieved development through market-oriented reforms, achieving gains in profitability, increasing the number of repertoire creation, and increasing the income and enthusiasm of cast members. However, there is still a long way to go to the parasthesia and qualified market participants. These gaps are manifested both in the institutional level of the internal governance structure and in the ideological and behavioral aspects of the management and staff of the transnational corporations.
