校园里的孩子是家庭的希望、国家的未来,这个群体既庞大又特殊,校园及周边安全更是牵动着整个社会的神经。近一段时间来,江西都昌县土塘中学,哈尔滨周家镇小学学生伤亡事故等都造成几十名学生瞬间失去生命,使得学生和学校的安全保障变得更为突出。据调查显示,我国中小学生因交通事故、建筑物倒塌、食物中毒、溺水、治安事故等死亡的,平均每天有40多人!为从制度层面保障中小学安全工作的顺利开展,使学校安全管理工作有章可循、有法可依,日前,教育部、公安部、司法部、建设部、交通部、文化部、卫生部、国家工商行政管理总局、国家质量监督检验检疫总局、新闻出版总署联合下发了部长令,签署了《中小学幼儿园安全管理办法》。但是,我们究竟应该怎样做,才能保障孩子们的安全,成为学校、老师、家长、社会颇为关注的急切问题。“堵不如疏,疏不如导”。学校重视安全工作,本无可非议。因为事故一旦发生,既让学生身心受到伤害,学校也难辞其咎。于是,就出现了一些学校因为怕出事而不作为的欠妥做法。只有健全制度,落实责任,积极预防才能有效减少事故的发生。学校在开展集体活动的同时,只要做到精心安排,增强管理者和教师的责任心,很多事故完全可以避免发生。

This is to guarantee the smooth development of the safety work in primary and secondary schools from the institutional level, and to ensure the safety of schools. There are rules to follow and laws are available. Recently, the Ministry of Education, the Ministry of Public Security, the Ministry of Justice, the Ministry of Construction, the Ministry of Communications, the Ministry of Culture, the Ministry of Health, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, and the Press and Publication Department The department jointly issued a ministerial decree and signed the “Safety Management Measures for Kindergartens in Primary and Secondary Schools.” However, what should we do in order to ensure the safety of our children has become an urgent issue that schools, teachers, parents and the society are concerned about. “Blocking is not as sparse, sparse as guidance.” It is beyond reproach that the school pays attention to safety work. As accidents occur, students are physically and psychologically harmed, and schools can hardly be blamed. As a result, some schools have appeared to be inadequacies because of fear of accidents. Only by improving the system, implementing responsibilities, and actively preventing can we effectively reduce accidents. While carrying out collective activities, the school can avoid accidents as long as it is carefully arranged and the responsibility of managers and teachers is enhanced.
