2007年1月19日,国土资源部、国家发改委等九部委联合制定的《对矿产资源开发进行整合的意见》正式公布。根据《意见》的要求,2008年年底前,中国将对全国矿产资源开发企业完成整合,一个矿区将只设一个采矿权,以有效遏制重特大事故发生、减少环境污染、提高矿产资源开发利用率。
