中国城市交通设施投资主体单一,资本市场融资比例低,非市场化融资行为强,市场化投资与市场化经营矛盾突出,资金缺口大等使城市交通设施的建设与经济的高速增长极不相适应。因此,借鉴国外经验,加快中国城市交通设施建设,须推进投融资体制的改革,尝试投融资方式的多元化,把握投融资项目的可控制性,实现城市交通设施建设投融资方式的可持续性。
China’s urban transport infrastructure has a single main investment entity, a low capital market financing ratio, strong non-market financing activities, prominent market-oriented investment and market-oriented operation, and large funding gaps, making the construction of urban transport facilities extremely incompatible with the rapid economic growth . Therefore, drawing on the experience of other countries and accelerating the construction of urban transport facilities in China, we must push forward the reform of the investment and financing system, try to diversify the modes of investment and financing, grasp the controllability of investment and financing projects, and ensure the sustainability of the investment and financing modes of urban transport facilities .
