实施江西“九五”计划和２０１０年远景目标，既有改革开放以来江西经济迅速发展所奠定的现实基础和创造的有利条件，也存在不少制约因素和难点：农业和农村经济基础薄弱，总体发展水平低；国有企业改革与发展相对滞后；科技进步缓慢；资金严重短缺等。化解制约因素、克服难点的主要对策是：科学地制定总体战略；优化农业结构，激发内在活力；工业综合改革，强化内部管理；建立经济与社会预警系统；建立综合保障体系。
Implementing the “Ninth Five-Year” Plan of Jiangxi Province and the 2010 Vision, both the realistic basis and the favorable conditions created by the rapid economic development in Jiangxi since the reform and opening up have many constraints and difficulties as well: the weak agricultural and rural economic foundation, the overall The low level of development; the lagging behind in the reform and development of state-owned enterprises; the slow progress in science and technology; and the serious shortage of funds. Resolve the constraints, the main countermeasures to overcome the difficulties are: scientifically formulate the overall strategy; optimize the agricultural structure, stimulate the intrinsic vitality; comprehensive industrial reform, strengthen internal management; establish economic and social early warning system; establish comprehensive security system.
