曹谨,字怀朴,号定庵,生于清乾隆五十二年(1787年),怀庆府河内县(今河南省沁阳市)北门街人。1807年,21岁的曹谨初次参加河南省乡试,即夺得第一名,但在此后的几次赴京会试中均未考中,直到1817年,31岁的曹谨才通过“大挑”进入仕途。1820年,曹谨被派往直隶做官,先后任平山、曲阳、饶阳、宁津、威县、丰润等县知县。1834年,曹谨被调至福建省,先后任将乐、闽县知县。1837年正月,年已51岁的曹谨被派往台湾凤山县(辖区相当于现在的高雄市和屏
