我国区县级电影公司是负责广大电影二级市场和农村电影市场发行放映工作的基层职能部门,长期以来属于自收自支事业单位性质。伴随着这两个市场的逐渐萎缩、震荡,区县级电影公司的职能、性质乃至编制都在发生巨大的变化,这种以“改制”面目示人的“改革”呈现出多头博弈的特征,而以“企业经营、市场运作、政府买服务”的“2131工程”政府行为客观上对农村电影市场进行托底的时候,这种博弈体现出更为复杂的情状,本文立足重庆,在充分调研基础上对此态势予以简析。
