户籍制度改革是推进城乡统筹发展,实现“缩差共富”的重要举措。2010年以来,忠县坚持以户籍制度改革为突破口,把握内在机理,系统设计制度,统筹推进宅基地复垦、地票交易和“三权”抵押,有力地促进了区域、城乡、贫富差距的缩小,加快了共富步伐。截至目前,全县“农转城”19274户、60726人,占市里调研目标的110%,转户工作进度和质量均位居全市前列,得到了奇帆市长的充分肯定。
