As part of its four public library renewal programs, the Berkeley City Hall hopes to rebuild an undersized West Point pavilion as a community center to serve its diverse multicultural population while serving as a model for sustainable design. Also about the start of the project, Berkeley released the Climate Action Plan, which aims to reduce its greenhouse gas emissions to less than 67% by the year 2000 by 2020. The first requirement of the mission book is to build a library with a strong sense of community presence to attract a diverse population in the neighborhood.
