我国正进入一个充满机遇和风险的新时代,风险管理的任务十分繁重。国际经验表明,当一个国家人均GDP在1000美元-3000美元时,风险属于上升期;3000美元-8000美元时,风险属于高发期。而2014年我国人均GDP超过7500美元,正处于风险高发期。因此,如何在特定的社会经济和企业环境条件下确立技术安全标准,是重化工业时代科学管理安全问题的一大课题。如何建立和维持高水平安全业绩文化价值观,如何在“化工围城”下实现安全突围成为我们必须直面和解决的问题。
Our country is entering a new era full of opportunities and risks, and the task of risk management is very heavy. International experience shows that when a country’s GDP per capita is in the range of $ 1,000 to $ 3,000, the risk belongs to a rising period; from $ 3,000 to $ 8,000, the risk is high. In 2014, China’s per capita GDP exceeded 7500 U.S. dollars and is in a period of high risk. Therefore, how to establish technical safety standards under certain social, economic and corporate environmental conditions is a major issue for the scientific management of safety in the era of heavy chemical industry. How to establish and maintain a high level of cultural values of safety performance, and how to achieve safety breakthrough under the “chemical siege” has become a problem that we must face and solve.
