近两年,国家实施积极的财政政策和稳健的货币政策,加大了宏观调控力度,采取众多措施抑制通货膨胀。受此影响,全国基建规模投入放缓,特别是在2011年铁路建设资金压力增大的情况下,铁道部对建设工程计划和进度进行了重大调整,大量新建或在建项目停工或缓建,给铁路施工企业带来前所未有的压力,企业前期投入的资源不可避免地出现部分浪费和损失,息工待工损失不断扩大,企业营业额大幅度下降。现笔者结合工作实际,就银根紧缩下铁路施工企业资金面临的问题及其对策作一些探讨,希望能够为其他施工
