长期以来,受历史事实、制度、政策等因素的制约,我国形成了城乡二元结构的社会结构模式。这一社会构成事实及城乡之间发展上的巨大差异,严重影响了我国社会的均衡发展和全面发展,严重制约着我国社会的全面进步,进而严重制约着构建社会主义和谐社会伟大设想的实现。为了解决这一重大而紧迫的社会课题,党中央提出了“社会主义新农村建设”的战略方针及具体措施。为参与“新农村建设”方略的讨论,本刊组编了与新农村建设有关的四篇法学论文,以飨读者。
For a long time, constrained by historical facts, systems and policies, China has formed a social structure model of urban-rural dual structure. This fact of social composition and the great difference in the development between urban and rural areas have seriously affected the balanced development and overall development of our society and seriously hampered the overall progress of our society, thus seriously restricting the realization of the great vision of building a socialist harmonious society. In order to solve this major and urgent social issue, the CPC Central Committee has put forward the strategic guidelines and specific measures for “building a new socialist countryside.” In order to participate in the discussion of the strategy of “new rural construction”, we compiled four legal papers related to the construction of a new countryside to readers.
