保持稳定 ,促进发展 ,是一个全球性的共性问题。也历来为我党重视 ,是邓小平同志新时期思想的重要内容。“稳定压倒一切”,没有稳定 ,一切都无从谈起。稳定是改革发展的必要条件和前提。因此 ,充分认识 ,深刻理解稳定的内涵、特征 ,对正确处理改革、发展、稳定三者的关系 ,准确把握实现社会稳定的科学方法 ,做到在改革发展中保持社会稳定 ,在社会稳定中推进改革发展 ,有着非常重要的意义。
