如何通过政策机制调整,吸引更多优秀的海外人才为我所用,成为亟待解决的问题。据中组部日前透露,目前有关部门正积极研究修改我国“绿卡”审批管理办法,降低“绿卡”门槛,设置更加灵活务实的申请条件,加大吸引海外人才的力度,引发各方关注。“绿卡”制度是欧美发达国家在全球范围内开展人才竞争,吸引和留住高层次人才的一项重要制度。为适应国家改革开放和现代化建设的需要,我国从2004年8月开始实施《外国人在中国永久居留审批管理办法》,即中国的“绿卡”制度。
