目的:构建科学规范的公立医院绩效管理机制。方法:以宁波市30所不同类型公立医院为研究对象,调查各医院2002年~2006年间的支持、功能、效果指标的绩效。结果:宁波市公立医院2002年~2006年绩效分布呈现出不均衡性,绩效评价排序处于前三名的依次为B1、B12、B6,综合指数分别为0.7119、0.6914、0.6873,与实际情况基本相符。结论:应强化“公共医疗卫生”理念,加大政府卫生投入,建立科学规范的公立医院绩效管理制度,以监控公立医院成本核算为切入口,通过集约经营实现增收节支,优化卫生资源,走内涵发展道路,以实现低投入高产出的公立医院绩效。
Objective: To establish a scientific and standardized public hospital performance management mechanism. Methods: Totally 30 different types of public hospitals in Ningbo City were selected as research objects to investigate the performance of each hospital from 2002 to 2006. Results: The performance distribution of Ningbo public hospital showed an unbalanced performance from 2002 to 2006. The performance evaluation ranked B1, B12 and B6 in the top three rankings. The comprehensive indexes were 0.7119, 0.6914 and 0.6873 respectively, basically in line with the actual situation . Conclusion: The concept of “public health care” should be strengthened, government investment in health should be increased, and a scientifically standardized public hospital performance management system should be established to monitor the cost accounting of public hospitals as an entry point, increase revenue and reduce expenditure through intensive operations, and optimize health resources , Take the path of connotation development in order to achieve low input and high output of public hospital performance.
