与中国经济总量不断增长相伴随的全球危机,迫使我们反思现有的经济理论和经济实践,从而在实施积极财政政策的时候,将着眼点放于“化危为机”以消解中国经济发展长期存在的体制性约束,促进经济增长方式的转变和经济的可持续发展。广西由于体制性因素所引致的内外部失衡也使得其深受本次金融危机的影响,但是其得天独厚的种种优势条件使得其在适时、合宜政策的调控下有可能将经济较快地拉出低谷并恢复自主增长和发展的动力。本文基于金融危机背景下中国财政政策的功能和价值取向,探讨了广西财政政策化解金融危机困境的路径选择。

However, due to its favorable conditions, Guangxi has the potential to pull the economy out of the economic downturn under the control of timely and appropriate policies And restore the momentum of independent growth and development. Based on the function and value orientation of China’s fiscal policy under the background of financial crisis, this article explores the path of Guangxi’s fiscal policy to resolve the predicament of the financial crisis.
