目的了解广西省南宁市基层医疗卫生机构公共卫生服务人力资源现状,为促进基本公共卫生服务均等化提供对策和建议。方法采用描述性分析和卡方检验分析2016年南宁市基层医疗机构公共卫生服务人员人力资源现况。结果南宁市共有基层医疗机构(卫生院、卫生服务中心/站)176家,公共卫生服务人员1 392人,人员配置为0.199人/千人;基层医疗机构从事公共卫生服务人员占卫生技术人员比例为15.22%;年龄最小19岁、最大65岁,平均年龄35.82岁,以青壮年为主;中专和大学专科分别占43.61%和42.46%;临床医学(39.94%)和护理专业(36.06%)为主,士级和初级构成最多,分别占45.04%和23.49%。结论南宁市基层医疗机构公共卫生服务队伍存在人员少、经验相对缺乏、学历低、专业化程度低、职称低等情况;应加强人力投入,改善基层医疗卫生人员的工作、生活环境和条件,提高公共卫生服务人员的收入,不断完善考核、晋升机制,为公共卫生服务人员提供更多的职称晋升机会,吸引更多新毕业公共卫生专业大学生充实基层公共卫生队伍。
Objective To understand the status quo of public health service human resources in grass-roots medical and health institutions in Nanning, Guangxi, and to provide countermeasures and suggestions for the equalization of basic public health services. Methods Descriptive analysis and chi-square test were used to analyze the status of human resources of public health workers in primary medical institutions in Nanning in 2016. Results There were 176 primary health care institutions (hospitals and health service centers / stations) in Nanning City, 1 392 public health service personnel and 0.199 staff per staff. The proportion of public health service staff in primary health care institutions in health technicians (15.22%). The youngest was 19 years old and the oldest was 65 years old, with an average age of 35.82 years old, mainly young and middle-aged. The technical secondary school and college accounted for 43.61% and 42.46% respectively. Clinical medicine (39.94%) and nursing profession (36.06% Mainly composed of first class rank and junior rank, accounting for 45.04% and 23.49% respectively. Conclusion There are few public health service teams in grass-roots medical institutions in Nanning. There is relatively little experience, low educational level, low specialization and low professional titles. Human resources should be stepped up to improve the working and living environment and conditions of grassroots medical and health workers, Public health service personnel income, and constantly improve the assessment, promotion mechanism for public health service personnel to provide more professional promotion opportunities to attract more new graduates of public health majors to enrich grass-roots public health team.
