所谓政府采购,亦称公共采购,是指为了公共需要,由国家机构(包括中央和地方各级政府部门以及国有企业)以公开招标的方式从国内、国外市场上购买货物、服务和工程建筑的行为。购买的产品既包括日用品、办公设备,也包括建桥筑路、能源交通等公共基础设施。一般来说,判断政府采购从两方面看:其一,是否通过公开招标的方式进行采购;其二,采购的货物与服务是否为政府部门自用。 由于政府是各国经济中最大的货物与服务采购者,因而政府采购
The so-called government procurement, also known as public procurement, refers to the public procurement of goods, services and engineering construction by public institutions (including the central and local government departments and state-owned enterprises) by public bidding for public needs behavior.
