科技体制改革是关系到我国科技进步和经济社会发展的大事,党中央为此曾作出过有关决定。党的十五大报告又明确提出要深化科技体制改革,“把加速科技进步放在经济社会发展的关键地位”。有鉴于此,本刊特约几位科技工作者,在学习中央文件的基础上,结合各自的工作经验,分别就这方面的若干问题发表意见。现将来稿刊载如下:
The reform of science and technology system is a major event that has an impact on the scientific and technological progress and economic and social development in our country. The Central Party Committee made the relevant decision to that end. The report of the 15th National Congress of the Communist Party made it clear that we should deepen the reform of the scientific and technological system and “put the acceleration of scientific and technological progress on the key position of economic and social development.” In view of this, a few special scientific and technological workers of our journal, based on the study of the Central Government Documents, combined with their respective work experience, express their opinions on several issues in this regard.
