一、国际食品法典的由来及背景 (一)食品法典的起源 1.古代时期:早期文明就尝试制定食品法典。据可查的史料记载,古时的统治机构针对不实食品销售已制定相关规则以保护消费者,如: ·亚述语碑文曾记载正确计重和测量粮谷的方法·埃及卷轴古书中也记载了某些食品要求标签的情况·古代雅典检查啤酒与葡萄酒是否纯净和卫生·罗马帝国则有较好的食品控制系统以保护消费者免受欺骗和不良食物影响·中世纪欧洲的部分国家已指定鸡蛋、香肠、奶酪、啤酒、葡萄酒和面包的质量和安全法规 2.十九世纪末,第一部食品法规生效、启用并建立实施机构:
