民族乡是指在少数民族聚居地方建立的相当于乡一级的国家基层政权,或者说民族乡是中国在不具备实行民族区域自治条件的较小的少数民族聚居地方建立的由少数民族自主管理本地方本民族内部事务的乡级基层政权。文章基于云南省玉溪市通海县四个民族乡(镇)的基本情况对民族乡拥有的权利和义务、建立民族乡的积极作用、民族乡面临的困难与挑战等等进行分析,并提出发展民族乡的建议。
