没有人民至上、为民执政的执政价值取向,执政能力越强,离人民利益就越远。有了很强的执政能 力和正确的执政理念也不一定达到人民满意的执政效果,因为仅有能力和理念并不能阻止公共权力的异化,必须 使正确的执政理念外化成科学的执政体制,确保执政行为符合执政理念,防止出现大的偏差。执政理念主要是解 决“为谁执政、怎样执政”的问题,前者是要立党为公、执政为民的问题,后者是要解决科学执政、民主执政、依法执 政的问题。只有积极稳妥地推进政治体制改革,建立民主化、科学化、法治化的政治体制,革除政治体制中的弊端, 才能真正确保立党为公,执政为民。
