海洋经济是当今世界的热门话题。目前,我国东部沿海形成了经济特区—开放城市—开放地区多层次的对外开放格局,成为我国经济发展和产业布局的一条最发达的南北主轴带。其中,深圳、珠海等特区组成了发展势头迅猛的南海经济圈;闽南厦、漳、泉三角地区组成的海峡经济圈优势明显,经济发展势头不断看涨;上海、杭州、苏锡常则形成了中国经济发展最为活跃的中部沿海或曰长江三角洲经济圈;大连、秦皇岛、天津、烟台等城市组成的环渤海经济圈也不甘落后。面对蓬勃发展的沿海经济,我们不难发现,在几千公里的沿海开发带上,沿黄海地区还是相对薄弱的环节,处于沿海经济发展的“断层”状态。盐城市东临黄海,有580公里长的海岸线,占江苏海岸线的 3/5以上,在黄海经济圈中占据十分重要的地位。 根据江苏省委、省政府提出的“加快开发沿海”的战略,我市提出在2000年建成“海上盐城”的构想,即按照外向型、现代化要求,加大改革力度,扩大对外开放,强化港口开发为龙头的基础设施建设,
