保障居住权利对于社会整体利益十分必要。战后日本在住宅严重短缺的情况下,政府把解决住宅问题作为责任,通过立法,建设公营住宅以低廉价格出租给低收入者,以公团住宅、公社住宅等为大批中等收入的工薪族提供了安居之所,以住宅金融公库支持国民购买或建造自有住宅。政府还有鼓励企业向职员提供住宅或相应的补贴,控制住宅租赁市场租金。这些公共住宅政策随着经济社会发展而不断调整,保障了弱势群体的基本居住需求,促进了住宅的普及和改善。
