2008年《政府信息公开条例》施行以来,“阳光型政府”正处在逐步构建之中,但随着人们对政府信息知情权的保护意识逐渐提高,政府信息公开的范围也亟待调整和扩大,条例虽然明确列举了公开范围以及不予公开范围,但在实践中还是存在很多的问题。完善政府信息公开范围,明确“公开为原则,不公开为例外”“主动为原则,申请为例外”的原则十分重要。
