福建地处祖国东南沿海,森林覆盖率62．96％,居全国首位。2003年3月,福建省率先在全国推行全省林权制度改革。三年过去了,基本实现了“山有其主、主有其权、权有其责、责有其利”的预期目标,打造了“山定权、树定根、人定心”的理想局面,践行了“还山于民、还利于民、还权于民”的为民理念。截至目前,完成明晰产权面积7549万亩,占应改革面积的97％;集体商品林林权已登记面积7576万亩,占应登记面积的95％,群众收益率和满意率均达96％以上。
Fujian is located in the southeastern coast of the motherland, forest coverage rate of 62.96%, ranking first in the country.
