2016年4月16日,首届全国信访制度理论与实践研讨会在湖北武汉举行,会议由中国法学会行政法学研究会信访法治化专业委员会、国家社科基金重大项目“信访法立法”课题组、北京市信访矛盾分析研究中心共同主办,中南财经政法大学中国信访与社会稳定研究中心承办。大会开幕式由北京市信访办副主任张宗林主持,中南财经政法大学校长杨灿明、清华大学社会学系系主任沈原、北京市法学会专职副会长杜石平分别为大会致辞,中国法学会行政法学研究会信访法治化专业委员会副主任委员章志远教授宣布启动“法治信访进步奖”评选活动。本次大会共有13位专家学者、信访实务界工作者围绕信访理论研究新发展、信访工作法治化、信访工作制度创新与发展三大主题进行了主题发言,5位专家针对发言人发言进行了点评。北京大学政治发展与政府管理研究所所长王浦劬,国务院发展研究中心信息中心主任赵树凯,中国法学会行政法学研究会副会长、信访法治化专业委员会主任委员杨海坤为大会做了总结发言,本文将大会相关内容摘登如下(以大会进展顺序为序)。
On April 16, 2016, the first national symposium on the theory and practice of letters and visits system was held in Wuhan, Hubei Province. The symposium was organized by the Law Committee of the Administrative Law Research Society of China Law Society and the Major Project of National Social Science Fund, “Legislation of the Law of Complaint Petition” Group, co-sponsored by Beijing Research Center for Complaint Analysis of Letters and Visits, contracted by China Petition and Social Stability Research Center of Zhongnan University of Economics and Law. The opening ceremony of the conference was chaired by Zhang Zonglin, deputy director of Beijing City Letters and Calls Office, Yang Canming, president of Zhongnan University of Economics and Law, Shen Yuan, director of the sociology department of Tsinghua University, and Du Shiping, full-time vice president of Beijing Law Society. Professor Zhang Zhiyuan, vice chairman of the Committee of Legal Research on Letters and Calls of Law Seminar, announced the launch of the “Progress Award for the Rule of Law Letter and Visit Award”. A total of 13 experts and scholars attended the conference, and practitioners from letters and petitions conducted keynote speeches on three major topics: new developments in the study of letters and petitions, the legalization of letters and visits, and the innovation and development of letters and visits. Five experts spoke on the spokesman’s statement . Zhao Pukai, director of the Information Center of the Development Research Center of the State Council, Yang Haikun, vice president of the Institute of Administrative Law of China Law Society, and chairman of the committee for the lawfulization of letters and visits made concluding remarks for the conference.
