通过对已有研究以及国内外电子政务建设实践中典型案例的比较分析,从国家与区域层面、行业层面、组织层面等三个层次上分析并总结了影响电子政务PPP模式应用的关键性因素。在国家与区域层面,包括政府职能转变与制度建设、基础设施投资方向与力度、政府治理理念变革、科学技术水平的进步等方面;在行业层面,包括电子政务发展规划、规范建设与风险控制、绩效评估制度与执行水平等方面;在组织层面,包括政府部门的领导、协调与管理能力、供应商资金与技术能力、公私双方互动程度等。基于以上影响因素,提出转变政府职能和治理观念、完善电子政务PPP模式制度建设、提高行业管理水平、加强政府部门工作人员项目管理和技能培训等方面的对策建议。
Through the comparative analysis of the existing research and the typical cases in the construction of e-government at home and abroad, the paper analyzes and summarizes the key factors that affect the application of e-government PPP mode from three levels: national level, regional level, industry level and organizational level. At the state and regional levels, including the transformation of government functions and system construction, the direction and intensity of infrastructure investment, the change of government governance concepts and the improvement of science and technology, etc. At the industry level, including the development planning of e-government, standard construction and risk control, Performance evaluation system and implementation level; at the organizational level, including government departments, coordination and management capabilities, supplier funds and technical capabilities, the extent of interaction between public and private. Based on the above factors, this paper proposes the countermeasures and suggestions on transforming government functions and governance concepts, perfecting the construction of e-government PPP mode system, improving the management level of the industry, and strengthening the project management and skills training of government staff.
