▲建立健全教育、制度、监督并重的惩治和预防腐败体系是党中央在总结实践经验、科学判断形势的基础上作出的重大战略决策,是一项紧迫的任务,反映了我们党对执政规律和反腐倡廉工作规律认识的深化。▲党中央对起草《实施纲要》高度重视,中央纪委、监察部领导特别是吴官正、何勇同志亲自抓。集思广益、发扬民主,《实施纲要》的起草过程是科学决策、民主决策的过程,是全党集体智慧的结晶。▲《实施纲要》立足全党,着眼全局,总体规划党风廉政建设和反腐败工作,是当前和今后一个时期深入开展党风廉政建设和反腐败工作的指导性文件。

The leaders of the Central Commission for Discipline Inspection and the Ministry of Supervision, especially Wu Guanzheng and He Yong, personally grasped it. Brainstorming and promoting democracy, the drafting process of the “Implementation Outline” is a process of scientific decision-making and democratic decision-making, and is the crystallization of the collective wisdom of the entire party. ▲ The “Implementation Outline” is based on the whole party, looks at the overall situation, and overall plans for building a clean government and anti-corruption work are the guiding documents for deepening the building of a clean government and the fight against corruption in the current and future period.
