在2007年12月召开的“全国手拉手关爱留守少年儿童工作现场会”上,团中央书记处书记、全国少工委常务副主任张晓兰发表了题为《深入推进手拉手关爱留守少年儿童工作为促进社会和谐做出新贡献》的讲话。讲话回顾了少先队关爱留守少年儿童的工作,总结了各地经验,并为今后的工作发展提出了新要求。工作回顾:近年来,全国各地各级少先队组织按照“一切为了孩子、为了一切孩子、为了孩子的一切”的工作理念,坚持教育引导与有效服务相结合,深入开展手拉手关爱留守少年儿童工作,取得了初步的成效,体现为:竭诚服务留守少年儿童的现实需求,教育引导留守少年儿童快乐成长,切实维护留守少年儿童的合法权益,探索关爱留守少年儿童的长效机制。张晓兰同志指出,要从促进社会和谐、全面建设小康社会的战略高度,充分认识做好关爱留守少年儿童工作的现实意义和深远影响,切实把做好关爱留守少年儿童工作作为学习贯彻党的十七大精神的具体举措,抓紧抓好。工作展望:对于如何进一步发挥少先队组织优势,大力推进关爱留守少年儿童工作,张晓兰同志强调,要以“手拉手”活动为基本方式,强化对留守少年儿童的同伴教育和同伴互助;动员社会力量,广泛发动成人和社会关爱服务留守少年儿童;加强少先队组织建设,为留守少年儿童营造快乐成长的家园;充分发挥留守少年儿童的主体作用,引导留守少年儿童自立自强。
