●从1987年“国发111号文件”开始形成全国性集资办电到本世纪初实行电力体制改革,20年来,我国电力工业得到快速发展,取得了举世瞩目的成绩。●集资办电20年的历史表明,集资办电政策非常英明,非常正确,它调动了中央、地方两个积极性,为我国电力装机从1987年的1亿千瓦到2006年的6亿千瓦实现历史性大跨越,做出了突出贡献。●从集资办电到电力体制改革的20年的实践可以总结为:坚持电力体制改革是促进电力工业发展的强大动力;“打破垄断,引入竞争”是电力工业体制改革的必经之路;集资办电促进了电力体制改革,而厂网分开使发电侧进入了市场化,是电力工业管理体制的根本性改革。
● From 1987, the “National Document No. 111” started to form a national fund-raising program to implement the electric power system reform in the beginning of this century. In the past 20 years, the power industry in our country has witnessed rapid development with remarkable achievements. ● The 20-year fund-raising history shows that the fund-raising and electricity-handling policy is very wise and very correct. It mobilized the enthusiasm of both the central government and the local government to realize the historic development of China’s power generation from 100 million kilowatts in 1987 to 600 million kilowatts in 2006 Sex span, made outstanding contributions. ● The 20 years of practice from fund-raising to power system reform can be summarized as follows: Adherence to the power system reform is a powerful impetus to the development of the power industry; “Breaking the monopoly and introducing competition” is the only way to reform the power industry system ; Fund-raising power to promote the reform of the power system, and power plant separation into the market side, is the fundamental reform of the power industry management system.
