《国有土地上房屋征收与补偿条例》实施已有5年,征收程序发生了变化,征收工作也比拆迁工作更加规范,由此引发的社会矛盾逐渐减少。一方面,是新条例对征收程序、征收补偿等内容规定的更加合理,被征收人享有更多的权利;另一方面,是新的法治环境要求行政工作趋于规范化。新条例实施后,依法征收观念逐渐深入到政府机构的工作人员及被征收的人思维中。
The “Regulations on the Collection and Compensation of Houses on State-owned Land” has been implemented for five years, and the collection procedures have changed. The collection work is also more regulated than the demolition work, and the social conflicts caused thereby gradually decrease. On the one hand, it is the new regulations that provide more reasonable provisions on the collection procedures, expropriation and compensation, and the expropriated people enjoy more rights; on the other hand, the new legal environment requires administrative work to be standardized. After the implementation of the new regulations, the idea of collecting according to law gradually deepened into the thinking of the staff of government agencies and the expropriated people.
