制订实验动物科技事业发展规划,是发展我省实验动物科技事业的战略需要。本文根据全国和福建省科学大会的精神,通过对全省实验动物工作现状的调查,在《福建省1993—2000年实验动物事业发展规划及“八五”后三年发展计划纲要》基础上,提出“九五”计划和2010年远景目标的思路,包括指导思想、奋斗目标、重点任务、“九五”计划抉择与实施方案:提出1996年在全省范围内全面实施合格认证制度,建立并启用福建省实验动物科学研究基金,瞄准国内实验动物科学前沿,重点攻关,力争在我省具有优势的领域有所突破,建立以福州市为中心的生产、供应网络,完善省重点公共实验室——实验动物网点,使各单位的设施上等级,并大力培养人才。通过全面实施发展实验动物工作的战略,抓住机遇,充分调动一切积极因素,把有关各方面的力量都凝聚到该项事业,从而使全省的实验动物科技事业朝着健康、向上的方向发展。
It is a strategic need to develop experimental animal science and technology in our province to formulate the development plan for science and technology of experimental animals. Based on the investigation of the status quo of experimental animals in the province based on the spirit of the National and Fujian Provincial Science Conferences and on the basis of the “Plan for the Development of Laboratory Animal Industries of 1993-2000 in Fujian Province and the Outline of the Development Plan for the Last Three Years after the Eighth Five-Year Plan” from 1993 to 2000, Put forward the Ninth Five-Year Plan and the 2010 Vision, including the guiding ideology, goals and priorities, and the Ninth Five-Year Plan Choice and Implementation Plan: Put forward the full implementation of the certification system in 1996 in the province and establish Fujian Experimental Animal Science Fund opened to target the forefront of domestic animal science, focus on research and strive to have advantages in our province a breakthrough in the field, the establishment of Fuzhou as the center of the production and supply network, improve the provincial key public laboratories - - Experimental animal outlets, so that the various units of the facilities on the level, and vigorously develop personnel. By fully implementing the strategy of developing experimental animals, seizing the opportunity and fully mobilizing all positive factors, we have unite all forces involved in this endeavor so that the province’s experimental animal science and technology will move in a healthy and progressive direction .
