各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 为认真贯彻落实《国务院关于进一步完善退耕还林政策措施的若干意见》(国发[2002]10号)精神,进一步扎实、稳妥、健康地推进退耕还林工作,结合我省实际,特作如下通知: 一、进一步增强退耕还林工作的责任感和紧迫感退耕还林是党中央、国务院高瞻远瞩,总揽全局,站在经济和社会可持续发展的高度作出的重大战略决策,广大农民群众对这项惠及子孙的德政工程衷心拥护,积极性高涨。在认真总结试点工作的基础上,国务院及时印发了国发[2002]10号,对退耕还林的政策措施进行了修改、补充和完善,作出了更加明确具体的规定。充分体现了党中央、国务院对退耕还林工作的高度重视。对进一步扎实、稳妥、健康地推进退耕还林工作将起到十分重要的指导作用。各级政府和有关部门,特别是主管退耕还林工作的领导,要认
All autonomous prefectures and municipal people’s governments, administrative offices of all regions, people’s governments of all counties (autonomous counties, cities, municipal districts and special administrative regions) and departments directly under the provincial government: In order to conscientiously implement the "Measures of the State Council on Further Perfecting the Policy of Returning Farmland to Forest (Guo Fa [2002] No. 10), and further promote the work of returning farmland to forestry in a sound, steady and healthy manner. In light of the actual conditions in our province, special notice is to be given as follows: I. The sense of responsibility and urgency to further enhance the work of returning farmland to forests Returning farmland to forestry is a major strategic decision made by the party Central Committee and the State Council from a strategic perspective, taking the overall situation into consideration and standing at a height of economic and social sustainable development. The vast number of peasants and people wholeheartedly embrace this initiative of benefiting their children and grandchildren with great enthusiasm. On the basis of earnestly summarizing the pilot work, the State Council issued Guo Fa [2002] No.10 in time and amended, supplemented and improved the policy measures for returning the grain plots to forestry and made clearer and more specific provisions. Fully reflects the Central Party Committee and the State Council attach great importance to the work of returning farmland to forests. It will play a very important guiding role in further solidly, steadily and healthily promoting the project of returning farmland to forestry.
