1990年7月份,我们中标承揽了吉林双阳油田——长春输气管道工程(以下简称双长管道工程),该工程位于吉林省长春市东南郊,系吉林双阳油田向长春市输送天然气之通道,建设单位为长春市天然气化学工业公司,由辽河油田规划设计院设计。该项目工程包括一个外输首站,一个末站和全长44.7km 的输气管道,管道规格为426×7mm,天然气日输量为15万m~3,工程建安工作量约1800万元。我们在学习和借鉴中石化总公司六公司等单位项目法施工的基础上,结合公司实际,摸索出了一套“八制一法”的项目法施工加项目法分配模式,取得了出人意料的效果。这项工程从1990年9月1日施工准备到11月15日达到全线通气条件,仅用了75天,比定额工期减少了125天,比甲方要求工期减少了15天;工程质量优良率达到96%;全员
In July 1990, we won the bid for Jilin Shuangyang Oilfield-Changchun Gas Pipeline Project (hereinafter referred to as the “Double Long Pipeline Project”), which is located in the southeast suburb of Changchun City, Jilin Province, and is the channel for natural gas transmission from Jilin Shuangyang Oilfield to Changchun City. The construction unit is Changchun Natural Gas Chemical Industry Company, which is designed by Liaohe Oilfield Planning and Design Institute. The project includes an external transmission first station, a terminal station and a gas pipeline with a total length of 44.7km. The pipeline specification is 426×7mm, the daily natural gas transmission volume is 150,000 m3, and the engineering construction workload is about 18 million yuan. After studying and borrowing from the construction methods of the six companies such as Sinopec Corp. and combining with the company’s actual conditions, we have found out a set of “eight-by-one” method of project construction plus project law distribution model, which has achieved unexpected results.
