党的十五届五中全会中提出了“加快国民经济和社会信息化”的建议,“十五”计划中也有“加速发展信息产业,大力推进信息化”的内容,情息化被列为重点专项规划之一。目前“十一五”计划中有关信息化的工作思路基本成型,重点主要包括电子政务、电子商务、信息资源开发利用、信息安会、信息产业等内容。党和政府非常重视信息化工作,从1993年起就设立了国家信息化工作领导机构。2001年成立了国家信息化领导小组,朱镕基同志与温家宝同志先后担任组长,组员主要包括党政军各相关单位负责人。国家信息化领导小组成立后确定了信息化建设指导方针：“统筹规划,资源共事,应用主导,面向市场,安全可靠,讲求实效”。国家信息化领导小组第四次会议中温家宝同志指出：大力推进国民经济和社会信息化,是走新型工业他道路,全面建设小康社会的必然要求,是覆盖现代化建设全局的重大战略举措他要求我们必须明确自己的任务,研究重大方针改策,研究重大规划,研究重大问题；要更加重视信息化工作,扎实推进电子政务建设,加强信息资源开发利用,大力发展电子商务,继续加强信息安全保障工作,充分发挥市场手段在推进信息化建设中的作用,深入开展信息化的战略和规划的研究,加强领导,搞好协调。

After the founding of the national informatization leading group, the guidelines for informatization construction have been established: “overall planning, resource co-operation, application leading, market orientation, safety and reliability, stressing practical results.” In the fourth session of the Leading Group for National Informatization, Comrade Wen Jiabao pointed out: To vigorously promote the national economy and informatization of society is an inevitable requirement for taking the road toward a new type of industry and building an overall well-to-do society and a major strategic move covering the overall situation of modernization. He demanded that we We must clarify our own tasks, study major policy changes, study major programs and study major issues. We should pay more attention to information work, steadily push forward the construction of e-government, strengthen the development and utilization of information resources, vigorously develop e-commerce and continue to enhance information security and safety work We will give full play to the role of market instruments in promoting information construction, conduct in-depth research on strategies and plans for informatization, strengthen leadership and improve coordination.
