当前,一些锅炉使用单位,当锅炉受压元件损坏时,出于利益的驱使,置安全于不顾,不履行向监察机构告知的义务,不接受检验机构的监督检验,甚至不请有资质的锅炉维修单位,擅自进行锅炉受压元件修理。这种行为往往会因为选用的材料或修理工艺、措施不当,焊工无证或超项目施焊,修理部位未经过必要地检验检测等方面的原因使修理质量无法得到有效保证而产生安全隐患,进而发生安全事故。例如,目前有些民营企业为节省费用将燃煤锅炉改造成燃用谷壳的锅炉,因改造方法不当,又未采取有效防护措施,烟管磨损严重。1年多时间烟管发生漏水,又擅自换管,长期如此.安全状况令人担忧。
