宋代指挥是上级对下级发布指令的泛称。其内容涉及面也非常广泛,从灾害救助、田土交易、边关管理,直至税务征缴,几乎涵盖了宋代社会经济生活的各个领域。由于其制定形式灵活,从中央到地方,各级官员都可以根据实际情况予以发布,因而在两宋的政治经济中得到广泛运用,成为中央王朝用以规范地方、治理社会的重要手段,在国家政治生活中发挥着重要作用。
