户籍管理是直接以广义户籍为工作对象的一系列户政业务的总称。主要指形成并管理户籍的户口登记、户口统计、户籍档案管理等业务,它是各国户政的共有业务,是户政制度的核心和主体。 在中国,户籍管理制度与户口的登记、统计、档案管理等业务,早在两千多年前就已形成,并有效实施、长期延续至今。20世纪50年代,人口卡片管理成为中国户籍管理的一项新业务;改革开放后,计算机和网络的广泛运用,为中国户籍管理打开了新局面。
