随着煤炭工业的不断发展和外部条件的变化,地方煤矿原有的经济技术政策的效力已相对减弱,国家规定的地方煤矿维持正常生产接续费用的原有提取标准现已满足不了对该项费用的需要。在当前地方国营煤矿开采条件困难、企业增支因素不断增加的情况下,分析现有地方国营煤矿维简费提取使用情况,重新修订维持正常接续费用提取标准,保证国营煤矿的正常生产,是目前地方国营煤矿有关经济技术政策的重要研究课题。笔者拟就此问题谈几点看法。
