实行专业技术职务聘任制,在强调职责结合破除职称终身制的改革方面迈出了稳健而有力的步伐,取得了显著的成果,但实际工作中还存在专业技术职务档次跨度过大,评聘工作在一定程度上依然残留着一些论资排辈、吃大锅饭的历史痕迹。为了不断地激发广大专业技术人员积极向上,持续进取,为经济建设多做贡献,巩固发展职称改革所取得的成果,本文提出实行专业技术职务分等分级的动态管理办法,作为对完善专业技术职务聘任制的进一步探讨。
