内乡县板厂公社十六个大队,一百一十三个生产队,很早就办起了合作医疗,但在前几年受“四人帮”极左路线的干扰,管理比较混乱,特别是由于脱离集体经济发展和公费医疗资金水平,片面强调社员看病的免费比例逐年增高,致使部分大队合作医疗资金大量超支,濒于崩溃边缘。去年春天在落实农村经济政策时,个别大队误认为合作医疗是“吃大锅饭”“一平二调”,赤脚医生是“非生产人员”,有的社员就要求退出合作医疗。
