人力资本是影响产业结构升级的主要因素之一,而欠发达地区由于自身人力资本状况影响了其产业结构优化升级的步伐。文章以欠发达地区——浙江衢州为例,通过运用人力资本外部性模型,分析了1978—2012年间衢州市的人力资本存量和人力资本水平在经济总量增长和三次产业中的贡献及作用。分析结果表明:衢州市的物质资本对其产业结构优化升级的贡献率远远高于人力资本,而人力资本的贡献率则较低还不能满足其产业结构优化升级的需要。
Human capital is one of the main factors that affect the upgrading of industrial structure. However, underdeveloped areas have affected the optimization and upgrading of their industrial structure due to their own human capital conditions. Taking the underdeveloped area of Quzhou, Zhejiang Province as an example, this paper analyzes the contributions and roles of human capital and human capital in Quzhou from 1978 to 2012 in the growth of total economy and tertiary industry through the use of human capital externalities model. The results show that the contribution rate of material capital to the optimization and upgrading of industrial structure in Quzhou is much higher than that of human capital, while the contribution rate of human capital is low, which can not meet the needs of industrial structure optimization and upgrading.
