中国的社区卫生服务性质如何 ,其发展的总体目标和基本原则是什么 ,社区卫生服务体系如何构建 ,如何加强有关规范化管理 ,政府及有关部门对推进社区卫生服务的发展各负有什么责任……在刚刚出台的国家 10部委《关于发展城市社区卫生服务的若干意见》中 ,这些一直困扰社区卫生服务发展的基本政策性问题都得到了明确的回答。有关人士指出 ,国家基本政策的颁布将促进社区卫生服务这项造福于千百万普通中国人的事业全面快速发展。因此 ,如何贯彻执行好这些政策 ,保持社区卫生服务的可持续发展 ,就成了这项事业能否进一步广泛、深入、持久、健康发展的关键。要在发展社区卫生服务中把握好这一关键 ,有必要澄清一些地方及一些群众对开展这项工作的模糊认识。本报从今天起陆续发表的几篇记者采访札记 ,目的即在于此。
What is the nature of community health service in China, what are its overall goals and basic principles for development, how to build a community health service system, how to strengthen relevant standardized management, and what responsibilities the government and relevant departments have to take to promote the development of community health services... In the newly issued national ministry’s “Ministry of opinions on the development of urban community health services” of 10 ministries and commissions, these basic policy issues that have plagued the development of community health services have been clearly answered. Relevant persons pointed out that the promulgation of the basic national policy will promote the rapid and comprehensive development of community health services, which benefit the millions of ordinary Chinese people. Therefore, how to implement these policies well and maintain the sustainable development of community health services has become the key to the further, deeper, lasting, and healthy development of this business. To grasp this key in the development of community health services, it is necessary to clarify some local and some people’s vague understanding of this work. The purpose of the report is that the newspaper has published several journalist interview notes since today.
