为了稳步发展农业生产,1986年7月,中央农口五个部门联合向党中央、国务院提出了《关于保障农业持续稳步增长的建议》。《建议》中提出加速推广10项投入少,收效大的农业技术项目,加快农牧渔业科研成果和先进农业科学技术的普及与大面积推广应用,促进农牧渔业增产增收。1987年起,由财政部、农业部共同在全国范围内组织实施这10项技术,并定名为农牧渔业“丰收计划”。
In order to steadily develop agricultural production, in July 1986, the five departments of the Central Bureau of Agricultural Affairs jointly proposed to the Party Central Committee and the State Council the “Proposal on Ensuring Sustained and Steady Agricultural Growth.” The “Proposal” proposes to speed up the promotion of 10 agricultural technology projects with small investment and great returns, accelerate the popularization of scientific research achievements of agriculture, animal husbandry and fishery and the popularization and application of advanced agricultural science and technology, and promote the increase of output of agricultural, animal husbandry and fishery. Since 1987, the Ministry of Finance and the Ministry of Agriculture have jointly organized the implementation of these 10 technologies across the country and have been named the “Animal Husbandry and Fishery” “harvest plan”.
